I think it is an antique kitchen cupboard with a hanging flour bin on one side. Mine has a roll down top. Sits on top of a bottom piece that might have a wood or a porcelein top.

That my dear folks is a Hoosier.... if you go out to the Antique store where the old kmart was located. The first piece of furniture when you walk in the door is a Hooier :)
